Hallmark HOA Meeting

August 15 2023  6:00 pm  Lex-Co Library

Present:  Ed Yates, Frank Brown, Ellen Bennett, Drew Dunn, Rusty Faircloth, Joe Clogher, Jared Guptill, Linda Sligh

Frank welcomed everyone and asked for approval of July minutes.  Approved.

National Night Out was not observed this year due to lateness of notifying Lexington County Sheriff’s Dept.  Frank will meet with Gayle to coordinate future events.

Beautification:  Weeding front hedges was recommended.  Ronnie still mowing circle at end of Century.  Will be compensated at beginning of season.  Old sprinkler heads were located and redone to interference with mowing, weeding, etc will not happen.  Good so far. 

Drew designed a Facebook page for Hallmark.  This is free whereas website isn’t.

Next meet and greet will be October 14.  No picnic. Various ideas were shared by group for other get-togethers.

Treasurer’s Report:  Landscaping costs need to be documented.  Bank account closed a short time due to transitioning of treasurers.   89 of 113 homes in HOA.  Seven vested property owners not paid.  New property owners now must pay.

Revision of bylaws requires fee.

Suggestion:  a list to document ways funds have been used.

Cameras:  Good idea?

Suggestion:  list of Board members who have multiple responsibilities. 

Motion made, seconded and approved – treasurer’s report.

Committee Reports: 

Communication – Steve not present.  Facebook can be advertised on website.

Public Works – Road eroding on Spartan near creek.

Membership – write letters to those who are reluctant to pay dues to HOA.

Other comments, concerns:  Road maintenance for areas near creek, fixed sidewalks would be nice if color was uniform, entrance on Century “dips” as you enter and exit, killing weeks in streets can be done with non-poisonous solution (recipe on website), no soliciting, tree in creek on Century (no one wants to take responsibility), access to Saluda Shoals may be in the future, cameras at entrances (?).  Motion to adjourn was made, seconded and passed.
