BOARD MEETING – March 15, 2010

MINUTES

The March board meeting of the Hallmark Homeowners Association was held at the Irmo Public Library on March 15, 2010.   President George Hine presided.  Those attending were George Hine, Ellen Bennett, Joe Stout, Ed Yates, Steve Shaffer, Ed Williams, Franklin Brown, Gary Messer, Bill Holton, Ellis Reeves.

Minutes for February were approved.

Treasurer’s report for February was approved.

New Business.  One neighbor suggested to George that the area representatives be made board members.  The board decided not to pursue this.  Area representatives are already welcomed and encouraged to attend board meetings.   The board did not feel that we needed to add more mandatory positions to the board.

Old Business.  George will follow up with area representatives to check status of dues collection.

Committee reports were as follows:

1. Administrative/Budget.  George Hine.   We will have our annual meeting on May 11.

The nomination committee has several slots filled.  They will have full slate by next

board meeting.   Steve will bring a sample ballot to the board meeting next month.

Ellis has filed the tax return

2. Beautification/Maintenance.  Benny Reeves.   No report.

3. Communication.  Steve Shaffer.  Steve has distributed the letters for dues to the area

    representatives.

4. Compliance. Ed Yates.  We discussed several letters that had been sent to people in

the neighborhood.  No action was taken at this time.

5. Public Works.  George Hine.    George has not heard anything back from his letters to

John Fechtel and Doug Padgett.   George will follow up again.   Jody Corley from the

City of Columbia came out and looked at the water pipe.  They have not been able to

get in touch with each other since that time.

6. Safety/Crime Watch.  Gary Messer.  Gary reported that he had contacted Southland

Sanitation about backyard pickup. If you are unable to take your trash to the curb

and you have a medical certificate, Southland will do back yard pickup with no

additional charge.  If you are able to take you trash to the curb, but still want back

yard pickup, Southland will do it for double the price.  Gary will do a flyer for the

    neighborhood.

7. Social.  Ellen Bennett.  Nothing new to report

Anonymous Complaints.

The next Board Meeting will be Monday, April 19, at 7:00 PM at the Irmo library.

There being no other business, the meeting was adjourned.
